Linux S1/S2 power state

Is it possible to put a Linux system into either the S1/S2 state? If so, will it charge USB devices that require a large amount of power?

# echo "standby" > /sys/power/state gives me this: bash: echo: write error: No such device - xsznix on September 21, 2010
